Monitoring Mechanism under the ICDS Scheme

There is a 3 tier monitoring system (State, District and Project Level) under the ICDS and related schemes.
  • A Supervisor has 20-25 Anganwadi Centres (AWCs) under her supervision, which she has to check on a regular basis for the food quality and other activities. She has to visit 50-60 AWCs in a month.
  • In addition to the above supervision, the District officers and officers from Head Quarters also conduct surprise checks.
  • In each project at least two food samples per month are sent for laboratory testing of calories and protein contents to Food Research & Analysis Centre and Food Analysis Laboratory and Prevention of Food Adulteration Department.
  • If the supplier fails the above tests, a penalty of twice the amount in rupee value of the total supply made from that kitchen on that day is levied. If there are short supplies, penalties up to thrice of equivalent amount are levied.
  • On verification of complaints, the project work is withdrawn from the defaulter NGO and handed over to well running ones. Last year, four projects namely Tilak Vihar, Najafgarh, Sultanpuri and Shakurpur were so withdrawn. 358 centres were withdrawn from the Delhi Social Welfare Board.
  • The Court Commissioners appointed by Hon’ble Supreme Court in Writ Petition (Civil) No(s). 196 of 2001 are regularly monitoring the implementation of the scheme. The Department regularly consults them in important decisions.

    Besides the above said monitoring mechanism, following Committees have also been constituted for the monitoring and supervision at different levels:-

  • Inter Departmental Coordination Committee-cum-State Level Monitoring and Review Committee (SLMRC) – cum- State Empowered Programme Committee (SEPC) (under restructured ICDS
  • District Level Monitoring and Review Committee (DLMRC) on ICDS
  • Sub Divisional Level Monitoring and Review Committee on ICDS.
