The Department has set up or recognized the following institutions under Juvenile Justice (Care & Protection of Children) Act, 2000


  • Two Juvenile Justice Boards (JJBs) have been constituted under section 4 of JJ Act, 2000 for the children in conflict with law. Each Juvenile Justice Board consists of one Principal Magistrate and two Members Social workers. 
  • Seven Child Welfare Committees (CWCs) have been constituted u/s 29 of the JJ Act, 2000 for the children in need of care and protection. These Seven Child Welfare Committees cover all districts of Delhi. The committees take decisions for these children and make efforts for their restoration and rehabilitation in collaboration with the children institutions. 
  • The Department of Women and Child Development has set up 28 Children Institutions under the various provisions of JJ Act, 2000 to cater to the children in need of care and protection and also to the juveniles in conflict with law. These Institutions include ## Four Observation Homes u/s 8; 
    • Two Places of Safety u/s 12 
    • One Special Home for Boys u/s 9 
    • 16 Children Homes for children in need of care and protection u/s 34.Services offered in these Homes for children under the JJ Act, 2000 primarily comprise of:-
      • Boarding, lodging, health services, education and vocational training to the children (as applicable) residing in these Homes. 
      • Non formal education (NFE) in collaboration with competent NGOs as bridge courses to children who are or were out of school. The Department has also entered into a Memorandum of Understanding with ‘HIWEL’ an NGO affiliated to NIIT for providing learning through computers in the Homes. 
      • Mental Health Units have been established at Nirmal Chhaya Complex, Children Home for Boys, Lajpat Nagar and Observation Home for Boys in Sewa Kutir, Kingsway Camp. 
      • In addition, counselors have been posted in all Homes under the JJ Act, 2000 for providing counseling services. 
      • A de-addiction centre has been established in the Observation Home for Boys-II, Sewa Kutir Complex, Kingsway Camp in collaboration with SPYM, an NGO. This De-addiction centre serves to the inmates of Observation Home as well as the juveniles released from Juvenile Justice Board 

  • Day Care Centres/Setting up of Crèches/ Expansion of Day Care Centre: Under this scheme, the Day Care Centres/Crèches provide day care services to the children of working parents/mothers who are residents of Delhi, [when they are away at work] under trained teachers and ayahs. Currently there are ten Day Care Centres and four Crèches functioning in various locations. 
  • NGOs were granted recognition u/s 34 and 37 of the JJ Act, 2000 for running Children Homes and Shelter Homes under the Act. 
  • The Department has given recognition to 12 Specialised Adoption Agencies to run Adoption Services under section 41 of the Juvenile Justice (Care and Protection of Children) Act, 2000 for in-country adoption. Of these 8 Adoption Agencies have been recognized for inter-country adoption also. These NGOs are under regular monitoring of the State Government. 
  • The Department has also set up 15 Open Shelters for urban and semi urban children living on street, run away, etc. in collaboration with NGOs. Each Open Shelter has sanctioned occupancy of 25 children. These children are provided with all basic amenities during their temporary stay in these shelters.
